其中，欧阳修在其作品中写道：“牡丹出丹州、延州，东出青州，南亦出越州，而出洛阳者，今为天下第一。洛阳所谓丹州红、延州红、青州红者，皆彼土之尤杰者，然来洛阳才得备众花之一种，列第不出三已下，不能独立与洛阳敌。……谢灵运言永嘉竹间水际多牡丹，今越花不及洛阳甚远。”后来，欧阳修在庆历二年(1042年)又作《洛阳牡丹图》诗曰：“洛阳地脉花最宜，牡丹尤为天下奇。”
“洛阳牡丹甲天下”之誉，由是发端。
当时赏花、簪花、买花也深深融入了洛阳的民风：“洛阳之俗，大抵好花。春时城中无贵贱皆插花，虽负担者亦然。花开时士庶竞为遨游，往往于古寺废宅有池台处为市，并张幄帘，笙歌之声相闻……至花落乃罢。”
同时，宋代洛阳还以官方名义搞了赏花游园活动——万花会。
