7月7日，中国文化和旅游部发布《关于将旅游专列业务纳入跨省旅游“熔断”机制统一管理的通知》（下称《通知》）指出，结合当前疫情防控形势和旅游市场发展情况，从即日起恢复旅行社和在线旅游企业经营旅游专列业务。
《通知》明确，按照《文化和旅游部办公厅关于加强疫情防控 科学精准实施跨省旅游“熔断”机制的通知》（文旅发电〔2022〕113号）要求，将旅游专列业务纳入跨省旅游“熔断”机制统一管理。各地要严格执行《旅行社新冠肺炎疫情防控工作指南（第四版）》，压实企业主体责任，扎实做好旅游专列疫情防控工作。
去年10月，受国内多地疫情出现零星反复影响，中国文旅部下发紧急通知，要求严格执行跨省旅游经营活动管理“熔断”机制，同时暂停了旅游专列业务的经营。今年以来，多地在陆续恢复跨省旅游的同时，仍维持暂停旅游专列业务。
旅游专列在特定的季节，如7月、8月是比较合适且重要的季节，西北地区、贵川等多个线路的旅游专列都是比较受欢迎的旅游产品。此次文旅部将旅游专列业务纳入跨省游“熔断”机制统一管理，且从即日起恢复该业务，对没有疫情的或疫情相对可控的地区而言是有序开放，也是鼓励在疫情可控的情况下，能够进一步推动旅游业的发展，对旅游业的复苏而言是比较重要的。
7月6日，新疆维吾尔自治区文化和旅游厅的消息显示，新疆于6月28日、29日先后开行两列南北疆环游专列，7月将开行多列南北疆环游专列及两列“新东方快车”旅游列车。此外，升级改造后的“丝路天山号”高品质旅游专列也将于7月18日开行。今年新疆铁路计划开行旅游专列102列，是去年的1.7倍。
